In 2013, The 300 Committee  applied to and received from the CPFund $63,735 to partially fund Phase II, the first stage of the planned $600,000 creation of Teaticket Park. Additional funding came from private contributions. Phase II included creation of the streetscape, planting of native plants and trees, and construction of the parking lot, a picnic platform, an ADA-compliant boardwalk, and a path through the wetland with an observation platform. These elements promoted public access through the wetland while protecting it for ongoing restoration and preservation efforts. This phase of the park project was completed in 2015.

Phase III of park creation will include development of an outdoor classroom and a picnic grove as well as additional planting and installation of educational signage.
